Job Summary

The Program Finance Director oversees all aspects of financial management for a donor-funded project in close coordination with country office finance and administration teams. Key responsibilities include financial systems implementation, budgeting, expenditure tracking, procurement, grants, logistics, and financial reporting and accounting.

Key Responsibilities

  • Budgeting & Expenditure Monitoring: Manage financial planning, budgeting, and reporting; track expenditures using cost-performance monitoring mechanisms to prevent over- or under-expenditures; determine monthly project accruals and projections.
  • Operations & Accounting: Maintain and administer an on-site financial accounting and bookkeeping system (QuickBooks); review and reconcile project accounts, operating accounts, and petty cash; oversee cash needs, payments, procurement, and provincial office start-ups.
  • Compliance & Risk Management: Ensure financial controls and safeguards are adhered to in compliance with donor terms, conditions, and Jhpiego policies.
  • Management & Capacity Building: Provide guidance to the Project Director and team on financial requirements; mentor and support regional finance staff.

Requirements & Qualifications

  • Education: Master’s degree in Business Administration, Public Administration, Finance, Accounting, or a relevant field, along with a CPA.
  • Experience: Minimum 9 to 10 years of demonstrated experience in financial and administrative management for large complex projects with a $10 million annual budget, with at least 5 years working in international development.
  • Donor Experience: At least 7 years of senior-level work experience with USG or other donors, including experience with performance-based contracts.
  • Technical Knowledge: Proficiency in IPSAS and GAAP accounting rules, grants contract management, QuickBooks Enterprise, and Microsoft Office.
  • Skills: Excellent verbal, written, interpersonal, and presentation skills in English and Kiswahili.
